Bridge Inspection Programs Need Repair-Priority Accountability, Not Ratings Alone
Bridge inspection programmes create indispensable condition evidence, but condition ratings are not the same as risk-ranked repair priorities, funded work, completed rehabilitation, or verified post-work performance. This conceptual synthesis combines FHWA National Bridge Inventory materials, InfoBridge data tools, the 2022 National Bridge Inspection Standards final rule, federal bridge inspection and asset-management regulations, SNBI reporting specifications, Bridge Formula Program materials, FHWA asset-management and preservation guidance, AASHTO transportation asset-management resources, ASCE bridge condition summaries, and GAO oversight evidence. It contributes a rating-to-repair accountability chain that separates inspection, inventory coding, restrictions, risk priority, funding, programmed work, completion, and post-work condition. The conclusion is that bridge programmes should publish condition ratings as evidence inputs and name the strongest verified repair-priority stage before claiming risk reduction.
Introduction
Bridge condition ratings are among the most visible infrastructure metrics, but a rating alone does not answer whether a bridge is restricted, prioritized, funded, repaired, preserved, or newly inspected after work.
