Community Seed Banks Need Regeneration Accountability, Not Accession Counts Alone
Community seed banks and genebanks are often described through accessions, varieties, or samples held. Those counts matter, but they do not show whether seeds remain viable, whether regeneration preserves genetic diversity, whether local governance controls access, whether farmers can obtain seed when needed, or whether safety duplicates exist. This conceptual synthesis combines FAO genebank standards, seed-handling manuals, Plant Treaty resources, WIEWS, Crop Trust and CGIAR materials, safety duplication resources, community seed bank literature, seed security guidance, biodiversity data resources, and IPBES context. The contribution is a regeneration accountability ledger with seven stages: accession identity, viability evidence, regeneration trigger, regeneration quality, local access governance, safety duplication, and distribution record. The ledger separates ex situ storage from living seed-system accountability. The conclusion is practical: seed-bank reporting should publish the weakest verified stage for each collection or priority lot, not only the number of accessions.
Introduction
Seed banks protect crop diversity, but a count of accessions can hide the operational condition of a collection. A seed lot can be listed while viability declines, regeneration is overdue, origin documentation is weak, or local access rules are unclear.
